ESCO green shares for occupations Technical Report – December 2025
The PES Network Working Group on Taxonomies met on 12-13 December 2024 to discuss concrete steps for a common methodology to identify green jobs based on a task-based approach. The meeting followed the previous Working Group on Taxonomies meeting, held on 7 May 2024, which discussed a mapping of existing definitions on green jobs and green skills among PES and where it was decided to pilot the task-based approach on the European classification of skills and occupations (ESCO) by using data-driven definition of what can be considered as green tasks and skills.
The December 2024 meeting presented the results of such testing on ESCO data and discussed how PES can pilot this methodology on their national classifications. Working Group members were invited to discuss how the method would be applied in their national context, and gathered feedback that was used in the national piloting that was concluded in the latest meeting of the PES Network Working Group on Taxonomies in May 2025.
For clarification purpose, the words greenness share, green intensity index and green share (or green occupation share, green job share) are used interchangeably throughout this document. Moreover, the words skills and tasks are also used interchangeably when they refer to concepts that are part of the ESCO classification. What is referred sometimes as a task in this document with reference to the ESCO classification should be intended as an ESCO skill.
