Modeling and Analyzing the Availability of Technical Professional Profiles for the Success of Smart Cities Projects in Europe
This paper studies the recommended professional profiles and the sources of availability of qualified ICT personnel, as both are identified as key factors for the success of Smart City projects. ESCO served as the foundation that connected Smart City workforce requirements with the European labour market. It allowed the SMACITE project to define standardized Smart City professional profiles (Smart City Engineer and Smart City Technician), compare them with existing occupations, identify skill gaps, and create targeted training pathways. The study demonstrates how ESCO can support evidence-based workforce planning skills intelligence, and the development of future oriented professional profiles for digital and green transitions.
