Η ταξινόμηση ESCO είναι πρωτοβουλία που εντάσσεται στην «Ευρώπη 2020».

η ΓΔ Απασχόλησης, Κοινωνικών Υποθέσεων και Κοινωνικής Ένταξης της Ευρωπαϊκής Επιτροπής ανέπτυξε το ESCO σε συνεργασία με ενδιαφερομένους και με το Ευρωπαϊκό Κέντρο για την Ανάπτυξη της Επαγγελματικής Κατάρτισης (Cedefop).
