Adoption of the Implementing Decisions ex Art.19 of the EURES Regulation

On the 18 of July 2018 the European Commission adopted the Implementing Decisions provided for in Article 19 of Regulation 2016/589/EU of the European Parliament and of the Council of 13 April 2016.

The Decisions concern the European network of employment services (EURES), workers' access to mobility services and the further integration of labour markets, and amending Regulations (EU) No 492/2011 and (EU) No 1296/2013.

Commission Implementing Decision No 2018/1020 establishes the list of skills, competences and occupations of the European classification (ESCO) to be used for the operation of the EURES common IT platform as provided for in Article 19 of Regulation (EU) 2016/589 and lays down the procedures to update and review this list.

Commission Implementing Decision No 2018/1021 lays down the technical standards and formats necessary for the operation of the automated matching through the common IT platform using the European classification (ESCO) and the interoperability between national systems and the European classification.

The Implementing Decisions have been published on the Official Journal of the European Union on 19 July 2018 and will enter into force on the twentieth day following that of their publication.

The adoption of the Implementing Decisions marks the start of the 3 years period during which Member States have to adopt the European classification (ESCO) or to map their current national classifications to it for the purpose of the common IT platform.
